»»»   WHAT IS A COMMUNITY PRECINCT?


As part of the Community Precinct projects, the members of the Communities take it upon themselves, as per the Constitution, to form Community Organisations.

Their primary purpose is to manage the 3 key areas that negatively affect the lives of the residents and the productivity of all the businesses in the designated Precinct area.

These 3 key areas are:

• Escalating levels of crime and violence,
• Poor municipal service delivery, and
• Inadequate medical emergency services.

»»»   THE PRECINCT IS BASED ON 3 BASIC FUNDAMENTALS:

• Community Ownership

The community takes ownership of:

     • what happens within the boundaries of the Precinct;
     • taking control of all the services;
     • outsourcing services on the community’s terms; and
     • is in control of own bank account

It will be a Section 21 Company and not a security company.
The Precinct is controlled By the Community, Through the Committee, For the Community.

• Affordability

The crime prevention project caters for every community member to participate, for example:

     • those who cannot afford security;
     • those who can only afford a patrol; and
     • those who can afford a patrol and alarm monitoring.

• Continuity

To maintain continuity, the precinct makes use of a Management Company to do the following:

     • To manage the day-to-day running and affairs of the Precinct;
     • Attend monthly committee meetings;
     • To endeavour to arrange matters as requested by the Precinct Committee;
     • Analysing crime
     • Liaising with SAPS, Paramedics, Emergency Services, Chaplains and Council;
     • Patrol building sites where potential house-breakings and hijackings occur;
     • The monitoring of phone calls and alarm signals via the 24 hour Control Room;
     • Reaction to alarm and phone calls, 24 hours a day;
     • To alert other services to emergencies;
     • To act as a central station for different types of companies; and
     • To get help to a member or client as early as possible.

»»»   COMMITMENT

As the committees of the Community Precincts, we hereby accept the mandates given to us by the community to:

• Represent them in the achievement of the various projects as detailed in this document,
• Ensure that, as per our Constitutional Role, our local government meets the community’s rights for a safe and healthy working environment,
• Ensure that these municipal services are rendered in an efficient and sustainable manner.
